Interim Chief Executive Officer
David Powell, MS, MBA
Having served as Westside’s Director of Adult Services since 2008, David was tapped by the Board of Directors in January 2010 to serve as the Interim Chief Executive Officer while the agency searches for a permanent CEO. David has worked in Community Mental Health for over 16 years in a variety of roles, and first joined Westside in 2000 as a Social Work Case Manager for the agency’s AIDS Case Management and Home Care Program. He has also served as Westside’s Quality Assurance Manager, Accreditation Compliance Officer, HIPAA Privacy Officer, and Site Supervisor.
Prior to coming to Westside, David worked for Osceola Mental Health Inc. in Kissimmee, FL for seven years, serving in a variety of positions, including: Residential Coordinator, where he managed and supervised a 34-bed residential treatment facility; Chairperson of the Quality Assurance Committee, where he monitored all quality improvement measurements; Primary Therapist for the Partial Hospitalization Program; Residential Advisor; Case Manager; and Group Therapist. He also served as an intern and volunteer counselor for persons infected with or affected by HIV/AIDS at Central Florida AIDS Unified Resources (CENTAUR).
David earned a BA in Psychology from the University of Central Florida, an MS in Mental Health Counseling from NOVA Southeastern University in Fort Lauderdale, FL, and his MBA from Kaplan University.
Chief Financial Officer
J. Mark Jenkins
J. Mark has over twenty years of experience providing accounting and strategic planning services to charitable organizations. Prior to joining Westside, J. Mark was the VP of Finance for Envision Schools, a high-growth nonprofit charter school management organization, where he built the organization’s first in-house finance and accounting structures. Before that he was the Director of Finance for the San Francisco Ballet Association, and the Chief Financial Officer for the San Francisco Ballet Endowment Foundation.
J. Mark served over 150 charitable organizations as an Audit Senior Manager for Deloitte & Touche, and today continues to facilitate nonprofit educational programs for the American Institute of CPA’s (AICPA.) He is also the President of the Board of Directors of LEVYDance, a San Francisco dance company. J. Mark graduated Summa Cum Laude with a BS in Business Administration from the University of Central Florida, and is a member of both the California Society of CPA’s and the AICPA.
Director of Child, Youth and Family Services
Cynthia Front, MA, PhD
Cynthia has been providing mental health services to children, adolescents and adults for over 19 years. Prior to joining Westside, Cynthia was an Adjunct Professor at Argosy University, teaching course topics that included child and adolescent treatment, couples and family treatment, and clinical psychopharmacology. She has maintained a private practice since 1992, specializing in chemical abuse and dependency, compulsive/addictive disorders, and post-traumatic stress disorder (PTSD,) as well as developmental learning and neurologically-based disorders. Cynthia served as the Program Manager for the U.S. Marine Corps’ New Parent Support Program, where she provided support to high-risk military families with children 0-5 years of age at three military installations in San Diego, CA. She served as the Director of the John F. Kennedy University School-Based Training Program in Pleasant Hill, CA, where she also served as an adjunct professor and supervised Master’s- and Doctoral-level students. At the Stanford University Medical Center Department of Psychiatry, Cynthia designed and directed the Adolescent Treatment Program for young adults who were diagnosed with both mental health and substance abuse issues, and provided services in the Center’s Adult Chemical Dependency Program. She also served as Program Coordinator for the Adult Education School Program at Mount Diablo Unified School District, and as School Psychologist for the Lafayette and Napa Valley Unified School Districts.
Cynthia has a BS in Human Behavior from Alliant/United States International University, an MA in Clinical Psychology from John F. Kennedy University, and a Ph.D. in Clinical Psychology from the Pacific Graduate School of Psychology. In addition, she is a Licensed Marriage and Family Therapist, a Credentialed School Psychologist, and has an Adult Education Credential.
Medical Director
Angela Angstmann, MD
Angela joined Westside in 2007 as the Medical Director for Adult Services, and her position was soon expanded to include all agency programs. Prior to joining Westside, Angela was the Staff Psychiatrist for the County of Contra Costa Intensive Day Treatment and Crisis Programs. After medical school, Angela completed a General Psychiatry Residency at Northwestern Medical Center in Chicago, and earned Board Certification by the American Board of Psychiatry and Neurology. She has also worked as a leader in training residents for crisis work at the Evanston Northwestern Hospital Emergency Department, and was the Senior Extern to the Community Hospitals of Indianapolis’ Department of Emergency Medicine.
Angela is passionate about using a strength-based recovery and wellness approach to help clients and their families recover from severe episodes of mental illness and substance abuse, and is a strong advocate for the integration of primary health and mental health care. She graduated Magna Cum Laude with a BS in Chemistry from Butler University, and earned her MD from Indiana University School of Medicine.
Human Resources Manager
Te'yon Price, MBA
Te’yon has over 11 years of experience in administration and human resource management in the for-profit sector, working in a variety of settings. Prior to joining Westside, Te’yon was the Branch Manager of Staffzone, where he managed 80 staff for this Atlanta-based temporary staffing company that specialized in construction, light industrial and special events industries. He was also the Human Resources Coordinator at Spelman College, where he wrote and implemented policies and procedures for benefit administration, EEOC compliance, and performance tracking. As an HR Generalist for Management Consulting in Atlanta, Te’yon supported three senior directors and developed competence and performance criteria for a staff of 36 employees. As an Administrative Specialist for the U.S. Navy, Te’yon served the Military Sealift Command in Yokohama, Japan for four years, providing supervision and administrative support for the 30-member command.
Te’yon earned his Masters of Business Administration, Human Resources Management at Strayer University in Atlanta, GA. He is an avid sportsman, and plays running back on the semi-professional California Rhinos football team.
